The June 2023 Visa Bulletin has been published, and only a handful of changes have been made to priority dates. There is no movement, either forward or backward, in priority dates for important categories like India EB2 and EB3. However, there was a significant retrogression seen in the India EB5 final action date. The entire family-based preference has remained unchanged from the May 2023 Visa Bulletin.

June 2023 Visa Bulletin Results
Priority Date Changes in the June 2023 Visa Bulletin:
- NO changes in any family-based category or preference
- China Other Workers in employment-based category: final action date advances 6 months
- China Other Workers in employment-based category: date for filing application advances 2 months
- India 5th preference in employment-based category: final action date retrogresses 1 year 2 months

Family-based Second Preference May Retrogress Soon
A final action date for the F2A category was established in the April 2023 Visa Bulletin due to excessive demand in the category. The June 2023 Visa Bulletin reports that it may be necessary to retrogress this date further in coming months to ensure they do not go above number use.
The F2B category may also retrogress for ROW, India, and China due to a steady number of use throughout the fiscal year so far.
India EB3 Updates
The U.S. Department of State notes in the June 2023 Visa Bulletin that the demand and use in the India EB3 category is very high which will likely require a retrogression of the EB3 final action date as early as the July 2023 Visa Bulletin.
Retrogression for India EB5
As mentioned in the May 2023 Visa Bulletin, it became necessary to retrogress the EB5 final action date for India EB5 in this visa bulletin. The priority date for India EB5 retrogressed a year and 2 months, a significant backtrack in priority date.
Will India EB2 Retrogress in July 2023 Visa Bulletin?
As warned in the May 2023 Visa Bulletin, a retrogression in the India EB2 category is likely on the horizon. It is surprising that they have not retrogressed the India EB2 priority dates yet in the June 2023 Visa Bulletin, but we expect to see these priority dates retrogress in the July 2023 Visa Bulletin.
India and China EB1 Categories
In the May 2023 Visa Bulletin, it was warned that increased demand in the EB1 category for both China and India may warrant a retrogression in final action dates within coming months. This has not been reflected in the June 2023 Visa Bulletin, however, so we may not see this adjustment until July or August.
July 2023 Visa Bulletin Predictions
In the July 2023 Visa Bulletin, we can expect to see the following:
- The F2A category final action date will retrogress for all categories
- The F2B category final action date will retrogress for ROW, China, and India
- The India EB3 final action date will retrogress
- The India EB2 final action date will retrogress
- India and China’s EB1 final action date will retrogress
