The USCIS witnessed a record-breaking number of electronic registrations for the 2024 H-1B lottery, surpassing all previous years with over 780,000 registrations. This figure significantly exceeds the 480,000 registrations received during the lottery for the fiscal year 2023, which equates to an impressive 61% increase in electronic registrations within a single year.
Out of the total 780,884 registrations received for fiscal year 2024, only 110,791 submissions were chosen to proceed with filing their H-1B cap-subject petitions. This translates to a selection rate of just 14%, which means the selection rate has decreased significantly. In comparison, the chances of selection in the 2023 H-1B lottery were approximately 26%.
Additionally, the USCIS data also revealed a substantial increase in the number of eligible registrations for beneficiaries with multiple entries between 2023 and 2024. In 2023, there were 165,180 cases of multiple eligible registrations, whereas in 2024, this figure skyrocketed to 408,891. With such a high number of multiple registrations, many have wondered whether or not there will be a second lottery held for 2024 due to invalid or disqualified selections.
What Does the Increase in Multiple Registrations Indicate?
The notable surge in multiple registrations in the 2024 H-1B lottery raises concerns about fairness and whether certain individuals have an unfair advantage over others due to submitting multiple entries. This situation also raises suspicions of fraud, prompting questions about the possibility of individuals collaborating to submit multiple registrations on behalf of the same beneficiary, thereby increasing their chances of selection.

So, if the USCIS is disqualifying suspicious submissions that were selected, does that mean there is a greater chance that the USCIS will not reach their cap for FY 2024 and will need to hold a second, or possibly even a third H-1B lottery?
Will There Be A Second H-1B 2024 Visa Lottery?
Analyzing the data provided by USCIS regarding the 2024 H-1B lottery, it is interesting that they selected nearly 17,000 fewer applicants in the initial lottery run compared to fiscal year 2023. This data point, in addition to the mention of combating fraud and the significant number of multiple registrations, raises the possibility of a potential second lottery in the coming months.
Given the circumstances, the prospect of a second H-1B visa lottery for the fiscal year 2024 seems highly plausible. The USCIS may opt for this additional lottery to address the challenges posed by the surge in multiple registrations and to ensure a fair and balanced selection process. If such a lottery is indeed conducted, it is anticipated that it would take place during the summer months, typically between July and August.
